The up time report uses 12-hour time format under zh_CN locale:

# LANG=zh_CN.UTF-8 uptime
 8:50下午  up 410 days,  5:54, 2 users, load averages: 0.04, 0.10, 0.12

However, 24-hour time format is preferred for this locale.
