yes was today able to reproduce this in a vm.
TL;DR; upgrade from 13.3 to 14.1 to 14.2 not a problem.
upgrade from 13.3 to 14.2 not good.
will close this as user error (not a bug) :)

STR:
from 13.3-RELEASE:
doas freebsd-update -r 14.2-RELEASE upgrade install
... 
doas reboot
doas freebsd-update install
doas pkg bootstrap -f
doas pkg update && doas pkg upgrade
doas freebsd-update install
cd freebsd-src
doas make buildworld
... error hits.
