With recent commits (e.g. 41adc5f29ba6) and some work in progress (e.g.
https://reviews.freebsd.org/D48121) we can build base system release artifacts
(e.g. disc1.iso) without requiring root, using METALOG / -DNO_ROOT
functionality. The only outstanding issue preventing all of the release
artifacts to be built w/o root is the package staging for dvd1.
