Per the spec:

> The sed utility shall then apply in sequence all commands whose addresses select that pattern space, until a command starts the next cycle or quits.

For the c command:

> Delete the pattern space. With a 0 or 1 address or at the end of a 2-address range, place text on the output and start the next cycle.

So, once the c command is executed, the next cycle is started and N is not
