The only difference between the two 13.1-p3 firewalls is one uses ZFS root,
where the other uses UFS. I don't think that's the problem.

I can recreate this at will on the crashing firewall, by doing enough that it
will attempt to write pfsync. I am stumped.

I'll work on getting what I can out of the dump.
