I updated another firewall from 13.1-p2 to 13.1-p3, to match the failing
firewall. 

I was unable to replicate the failure condition so far.

Disabling pfsync on the failing firewall seems to keep it stable, but has a
negative impact on utility.

Is there anything else I can provide in resolving this?
