In /etc/default/rc.conf the variable
ntp_leapfile_sources="https://www.ietf.org/timezones/data/leap-seconds.list"
points to an inactive link. 

An active link is "https://hpiers.obspm.fr/iers/bul/bulc/ntp/leap-seconds.list"

Can this be changed?
