Patch adds a "-z" parameter to the date command, allowing for timezone to be
specified. Sample runs below:
% env TZ=Europe/Dublin date # reference
Tue Sep 27 05:36:28 IST 2022
% date -z Europe/Dublin
Tue Sep 27 05:36:28 IST 2022
