For what's described: without a bug number, it might be impossible for me to

13.1 fixed a bug that involved soft updates _without_ soft update journaling:

soft updates. If there's no explicit recommendation to also enable soft update
journaling, this could be because (bug 261944) there's not yet, in the
Handbook, a suitable explanation of the feature.
