I'm not very familiar with this feature, so this might be a stupid question.

Doesn't this indicate that something is indeed writing to the pool?  In
spa_activity_check() we are polling the root vdev's uberblocks to see if
anything is writing to the pool, and the txg changes while polling.  Even if
the pool has multihost=off and no MMP config, I would expect the txg to stay
constant.
