On the original system, removing the 172.17.1.0/24 route from fib 1, then
adding it back gets things working again. After the system reboots, it is back
in a non-working state however. On a fresh FreeBSD 12.3-RELEASE install, I am
currently unable to duplicate the issue.
I'm still not sure what is going on here.
