After upgrading a public-facing SSH server to OpenSSH 8.8 (13.1-RELEASE), it
has started spamming dmesg logs with:

    error: Fssh_kex_exchange_identification: Connection closed by remote host

To replicate it, just `nc ssh-server 22`.

Per conversation with @emaste, opening this PR to track it.
