Closing this, because I think it was user error.  After trying to manually
update the bootcode, I discovered that I somehow didn't have the FreeBSD-loader
package installed.  Force installing all of the FreeBSD-* packages and then
installing the bootcode manually worked.  I don't know if I actually needed to
manually update the bootcode: I forgot to try rebooting without doing that
until after it was too late.
