Those are mathematical characters documented in mandoc_char(7).  The one you
are talking about seems to be:

As the page describes mathematical function, it seems to be acceptable?  There
are other non-standard characters used as well.  Other than getting fonts that
have the glyphs (I'm using e.g. iosevka, and everything looks fine), you can
force ASCII output by running it as `LC_ALL=C man atan2`; mandoc relies on
LC_CTYPE to decide if it should output UTF-8 or do the best-effort substitution
of those characters in ASCII output.
