when rebooting to 13.1-RC4 for the first time and trying to connect via ssh I
get on the client a "kex_exchange_identification: read: Connection reset by
peer" - this appears after a few hours of running, not immediately.

On the server I see: sshd[xxx]: fatal: recv_rexec_state: parse config:
incomplete message
