When WITHOUT_LIB32 is set to "yes", today's 12.x installworld fails in
stand/i386/loader_4th:

Manually descending into stand/i386 and running make there works around the
problem...

This is similar to, but different from the WITHOUT=LIB32 case (documented in
Bug #229744).
