I run a FreeBSD13.0-RELEASE VM on VMWare with a kernel compiled to run
IPv6-only:

include GENERIC
ident GENERIC-IPV6ONLY
makeoptions MKMODULESENV+="WITHOUT_INET_SUPPORT="
nooptions INET
nodevice gre

The open-vm-tools software is logging some errors:

GuestInfoGetNicInfo: intf_open() failed

NIC info. 

These seem libdumbnet.

I have a feeling that the part below of the code doesn't mix well with an
IPv6-only environment and that the order should perhaps be shuffled a bit in
order to improve things:
