[Bug 259631] pkgbase upgrade from 12 13 with root on zfs leaves system unbootable

Note: I got a bit confused naming them, 12.2 is the one that contains
13-STABLE, beforeUpgrade2021103 (yes, I missed a 1 there too) is the 12-STABLE
install from just before I tried the 13 install.  I didn't know I still had the
other snapshots of the 12.2 version - I don't need any of them, so I can try
deleting them and rebooting with the 12.2 (really 13) dataset if that's likely
to work.
