From .cirrus.yml pkg build is invoked as:
- su user -c "make CROSS_TOOLCHAIN=llvm12 WITHOUT_TOOLCHAIN=yes PKG_FORMAT=tar
packages"

(CI builds use uncompressed packages for speed.)
