It should work on 15/16 as well with much better performance etc.
However, I suspect your DTS/DTB is wrong, the one you are pointing to looks
to be from an older vendor branch, it's not from a modern device-tree at
least.
You might be in for some homework as it does not seem to be present either
in our device tree src's nor in upstream linux..
You could start out with one of the other rk3566 files and modify to match
your HW.
