I received my "current model" 2Gb Pi4 today and it boots as expected 
with the current "u-boot-rpi-arm64" u-boot -- and sees all the RAM.

So whatever the issue is relates to the older Pi4 hardware (the one I 
have is a 4Gb model), apparently some difference between the mmc/sdio 
controller that the newer u-boot does not set up correctly,  which boots 
with the rpi3 u-boot but only sees 1 Gb of RAM.  That's a fairly serious 
PITA but apparently "it is what it is."
