It looks like an endless bug. I have added to /etc/crontab this line as a
workaround:

10      6       *       *       1       root    /usr/local/sbin/apachectl start

It was solved, but broke again, then solved again and in future will probably
break. But currently, after removing the PCRE2 PHP extension, signal 30 seems
to be intercepted fine by Apache.
