^Triage: Update to latest -RELEASE version referenced as affected. User on IRC
just reported 1.00 LA's on Oracle (13.0-p7 amd64, micro, free) VPS.

Default timecounter: HPET, but no change with ACPI-fast but LAPIC increases
idle load average to 2.00 (from 1.00)
