    Add entries for third-party projects I maintain
    
    Add myself formally as the "maintainer" for atf, kyua, and lutok, both
    in the GitHub CODEOWNERS and MAINTAINERS files.
    
    This change matches the herald rules I recently setup for these
    third-party components.
