    if_bnxt: sysctl: remove unused linux/delay.h include and dead mutex
    
    <linux/delay.h> and the DEFINE_MUTEX(tmp_mutex) it enabled are both
    unused in bnxt_sysctl.c: no msleep/udelay/mdelay call remains, and
    tmp_mutex itself was never referenced anywhere.
