    linuxkpi: Add `pm_resume_via_firmware()`
    
    This function is unimplemented, always return false.
    
    While here, fix the return type of `pm_suspend_via_firmware()`: it
    should be a boolean, not an integer.
    
    The amdgpu DRM driver started to use `pm_resume_via_firmware()` in Linux
    6.13.
