LinuxKPI: PTP add (*settime64) to struct ptp_clock_info
While iwlwifi supportes PTP, LinuxKPI does not and we only add the
definitons to avoid mangling upstream drivers.
iwlwifi(4) does not even support the (*settime64) callback but only
returns -EOPNOTSUPP.
