    cpufreq(4): cpufreq_levels_sysctl(): Remove always false NULL test
    
    'sc->levels_buf' is initialized with malloc(M_WAITOK), so can never be
    NULL.  Another sysctl handler function (cpufreq_curr_sysctl()) already
    relies on that.
