Fn + B works as Scroll Lock "on vt console" fo me on my ThinkPad P52.
But it doesn't work on X. Maybe UEFI emulates it and vt uses it, but X
doesn't.

On my ThinkPad P52, using xev on X, Fn + B (press Fn, holding it, then
press B, release both) generates events below.
