News for the tz database
Release 2026e - 2026-09-29 17:14:38 -0700

 Briefly:
Manitoba moves to permanent -05 on 2026-10-31.

 Changes to future timestamps

Manitoba’s 2026-03-08 spring forward was its last foreseeable clock
change, as it moved to permanent -05 thereafter. Model this with
its traditional abbreviation EST. Although the change to
permanent -05 legally takes place on 2026-10-31, temporarily model
the change to occur on 2026-11-01 at 02:00 for the same reason as
other recent temporary hacks. (Caution: see “NOTE FOR 2026b
TEMPORARY HACK FOR CLDR AND CANADA” below.)

As the change affects both America/Winnipeg and its backward
compatibility link, the obsolescent setting TZ="Canada/Central"
will now use the abbreviation EST for affected timestamps,
akin to TZ="Canada/Pacific" behavior introduced in 2026b.

Another TZDB release may be needed soon if any of the portions of
northwestern Ontario historically aligned with America/Winnipeg do
not follow. For now, given the short leadtime with Manitoba’s
announcement, assume that they will, to avoid creating new zones
that may not be needed if no divergence occurs.

 Changes to past timestamps

In 1925 Ireland fell back on 09-20 not 10-04 (thanks to Stan Ulbrych).

 Changes to commentary

Discussion on timekeeping practices in northwestern Ontario has been
expanded in light of Manitoba’s recent announcement. It is not yet
known whether or to what extent these areas may adapt their own
 timekeeping practices in response.

# ended summer time at 02:00 GMT on the day after the third Saturday in

#
# Deputies will remember that last year there was a discrepancy of a
# fortnight between the termination of Summer Time in the Saorstát and
# in Great Britain and Northern Ireland. As a result of that, serious
# inconvenience was caused to railway companies, and there was a certain
# amount of dislocation of postal services in the country.

# (See: https://www.oireachtas.ie/en/debates/debate/dail/1926-03-24/18/)

# From Tim Parenti (2026-09-21), per Paul Eggert (2000-10-02, 2006-07-17):
# In the northwest of the province, most portions of Kenora, Rainy River, and
# Thunder Bay Districts lying broadly west of 90°W longitude have historically
# been aligned with neighboring Manitoba and use America/Winnipeg, in
# accordance with section 2(2) of Ontario's Time Act, RSO 1990 chapter T.9:
# With Manitoba now opting to stay on -05 year-round, if any of these areas do

# ahead of a potential divergence on 2026-11-01 and in the interest of not
# creating zones that may not be needed, assume for the time being that they
# will.
#
# In practice, there are several exceptions to the 90°W dividing line set by
# the province, all of which technically contravene the official Ontario rules:
# - An area around Big Trout Lake in Kenora District observes Central Time
# (-06/-05) despite extending east of 90°W.
# - An area around Upsala in the southwest of Thunder Bay District observes
# Eastern Time (-05/-04) like America/Toronto despite extending west of
# 90°W.
# - Atikokan in the east of Rainy River District has observed year-round -05
# (EST) since at least 1952; this matches America/Panama since our 1970
# cutoff.
# - Pickle Lake and the Mishkeegogamang First Nation (formerly New Osnaburgh)
# in Kenora District have also observed year-round -05 (EST) since at least
# 1998, though it is less clear how far back that arrangement goes; assume
# the area is covered in the same way as Atikokan.
# See the 'backzone' file for further commentary.

# Echoing RDEK’s earlier false step, the Town of Golden initially opted for
# year-round -07 by a 4–2 Council vote on 2026-09-01. This was met with
# significant pushback from residents preferring to maintain the existing
# alignment with RDEK and Alberta, with a formal petition swiftly gathering
# 2,395 signatures in two weeks from the town of 3,986 and some smaller
# neighboring communities. In response, Council unanimously rescinded the
# resolution at the following meeting on 2026-09-22, and unanimously replaced
# it with year-round -06 to keep the regional alignment.
# Acknowledging that “its initial move was driven in part by concerns about
