    fixup! IB/mlx5: Add support for CQE compressing
    
    Import Linux upstream commit 572f46bf947c ("IB/mlx5: Refactor CQE
    compression response").
    
    Report the CQE compression capabilities only when the device supports
    compression, instead of always advertising supported_format = HASH|CSUM
    next to a max_num of 0.
