    tests/netpfil: start ipfilter for ipfnat firewall type
    
    This requested fix[0] was not complete before the change
    was committed.
    
    Cleans up this error message when running tests[1]:
    "Cannot 'start' ipfilter. Set ipfilter_enable to YES in
    /etc/rc.conf or use 'onestart' instead of 'start'."
