    MAC/do: Fix a too stringent debug assertion for a target of 'uid=*'
    
    MDF_HAS_PRIMARY_CLAUSE only concerns groups, not users, and is thus not
    set in the latter case.
    
    This change only has an effect on INVARIANTS builds.
