ipfilter: Avoid holding a lock while stopping
Avoid calling _callout_stop_safe with a non-sleepable lock held when
detaching by initializing callout_init_rw() with CALLOUT_SHAREDLOCK, and
avoiding re-initialization inside the timer function.
