    pfilctl: fix 'pfilctl hooks' when nothing is connected
    
    The 'hooks' command actually worked accidentially until now.  It used
    PFILIOC_LISTHEADS to determine current number of hooks.  This worked when
    at least one head had a hook connected to it.
