    Add WITHOUT_LLVM_BINUTILS src.conf description
    
    Before FreeBSD 15 I plan to switch to LLVM_BINUTILS by default.  Add the
    src.conf description now, for the benefit of downstream branches and
    testing/CI.

+Regardless of this setting, LLVM tools are used for
