Add missed build dependecy on sse2neon for aarch64
CMake Error at /usr/local/share/cmake/Modules/FindPackageHandleStandardArgs.cmake:233 (message):
Could NOT find sse2neon (missing: SSE2NEON_INCLUDE_DIR)
