There is no shift away from USE_GITHUB.

On the other hand, if upstream provides release archives, those should
be used instead of the git-archive USE_GITHUB creates. (This has always
been the case, it is not a new thing.)

There have been problems in the past with git-archive, as github (and
git itself) does not guarantee that they are stable, and indeed, it
happens that their checksum changes from time to time, even if their
content does not.
