    databases/sqlite3: Pass --prefix to configure
    
    This is required to build with a non-default ${LOCALBASE}, otherwise,
    the build fails: firstly because it can't find libedit, and secondly
    because it tries to install into /usr/local instead of ${PREFIX}.
