Nothing has changed for pkg users.

For consistency we should either add KF6NetworkManagerQt as a dependency
for Plasma ports or disable it to prevent cmake from picking it up when
building on a live system. Considering KF6NetworkManagerQt does nothing
right now for us, I went with the second option.
