This unexpectedly broke databases/postgresql17-server (and a few others
because of the way postgresql-*server works):

| is marked as broken: USES=llvm:min=11,lib contains an invalid
| argument: "min=11"

Other ports using LLVM_USES were not affected.

I just committed a fix that remove the minimum version requirement:
e76ad397c2e19a715d7fae87904c9513bec2c97e
