graphics/svgbob: Drop nop CARGO_ARGS
The port could be changed to build the svgbob_cli package from the
workspace by removing WRKSRC_SUBDIR and adding
CARGO_BUILD_ARGS= --package=svgbob_cli
CARGO_INSTALL_PATH= packages/svgbob_cli
