science/h5utils: Adopt/Update to 1.13.2
- Switch to MASTER_SITES
- Add missing lib dependencies (graphics/jpeg-turbo and science/hdf) to
build bin/h4fromh5 and bin/h5fromh4 binaries
- Use USES+= localbase
- Update new home url
