    www/pear-HTTP_WebDAV_Server: Update PORTSCOUT
    
    The current version is 1.0.0RC8. It should be equivalent to 1.0.0rc8. However
    portscout treats 1.0.0rc8 as a new version and does not skip it even with
    PORTSCOUT=skipv:1.0.0rc8. Therefore, we ignore portscout by setting it to
    ignore:1.
