    devel/ros-rosdistro: Update to 0.9.0

    The main changes are mostly meta changes, tests run with pytest and
    unittest.mock instead of nose and the release distributions are
    updated. I've added this in since nose wasn't a TEST_DEPENDS earlier.
    
    Also Python 2.7 support is fully removed.
