I have a commit ready to push that reverts this and marks the port 
MAKE_JOBS_UNSAFE. We can try this for a while.

Having said this, another port x11/cde is broken in 14-CURRENT pkg-fallout 
(due to flex scanner jammed) yet it builds successfully here in my 
14-CURRENT amd64 and i386 jails, and builds successfully by hand too. I'm 
not exactly sure what to make of this.
