I got some example failures on a 16 core Cortext-A72 system
(HoneyComb). But some bulk builds worked and others failed.
There were significant variations in what other builders
in the bulk build were doing over the time frame --and the
contexts all had ALLOW_PARALLEL_JOBS= in use, allowing
large load averages relative to the core count.

If I had to guess the working builds had higher load averages
over the relevant time frame: The failing bulk builds had far
fewer ports to build overall. But I did not monitor the
details at the time.

The HoneyComb was running the same FreeBSD version in all the
examples.
