It is still enforced, the only difference is that you can now bypass it
if you need to write `foo, bar:`.  It does not mean you are allowed to
have commit subjects without a discriminator.

I don't know why `*/*` was a thing, probably people thought it had to be
a glob. For this commit, something like `sweep:` or `USES=nodejs:` would
have been so much better.
