devel/p5-DateTime-Format-IBeat: Mark DEPRECATED
- Upstream distribution has never had an authorized release on CPAN
- Swatch Internet Time (.beats) formats has been obsoleted for more
than 2 decades
- No consumers in the tree
- Fix fetch
- Switch to DISTVERSION while I am here
- Set EXPIRATION_DATE 2026-10-23
