devel/intel-graphics-compiler: mark DEPRECATED
This port doesn't build, is unmantained, and is one of the few things
that depend on llvm{12,13,14}.
If anyone cares, there are modern versions of this code, but it should
be updated to use a modern LLVM or be deleted.
